Holy Cross Energy has developed a voluntary carbon reduction strategy designed to slow the growth of carbon dioxide emissions created in the generation of electricity used by its consumers. The strategy includes increasing amount of renewable energy in its power supply mix, offering financial incentives for the development of renewable energy generation within Holy Cross's service territory, providing cash rebates to consumers for energy efficiency and energy conservation activities along with education and information about renewables, efficiency, conservation and carbon emissions.Holy Cross will pay up to $1.50 per watt of installed capacity for renewable electricity generation using biomass, geothermal technology, hydroelectric, photovoltaic, or wind up to six kilowatts (kW) per installation. The maximum incentive is up to $9,000 per system subject to availability of funds. Incentive payment will not exceed 50% of actual installed cost. The incentive of $1.50/watt is based on a payment of $1.00/watt (“generation facility hardware”) plus a payment of $0.50/watt (“Renewable Energy Credit or REC”); each paid up to the maximum system cap of 6 kW.


In exchange for the $0.50/watt REC payment, Holy Cross Energy shall be entitled to all rights, title and interest in and associated with said RECs including all REC Reporting Rights for a period of ten (10) years. A “REC Assignment Contract” shall be executed between the Holy Cross Energy consumer and Holy Cross Energy prior to the “On-Site” inspection by Holy Cross Energy. Should the Holy Cross Energy consumer elect to retain all rights, title, and interest in the RECs, the eligible incentive will be limited to $1.00/watt up to a maximum incentive of $6,000 per system. Holy Cross will provide net metering for consumers installing renewable generation facilities of 25 kW or less (subject to the applicable tariff). Holy Cross may also negotiate Power Purchase Agreements (PPAs) with consumers installing renewable energy generation facilities.


To qualify for the renewable energy generation incentive, several specific requirements must be met. A few new requirements for 2010 include that the system must be designed and installed by a company that is NABCEP (North American Board of Certified Energy Practitioners) accredited, the pre-application shall identify if the Holy Cross consumer wants to retain ownership of the RECs associated with the system, and a $250 refundable “Reservation Fee” shall accompany submittal of the pre-application.
